Jutsu Application Template

(Unlike weapons you can be any rank and make a jutsu. But it has to correspond with your rank i.e genin cant learn chidori) (sasuke is a special case so dont start) Also, when you rank up and want more jutsu come back here and apply for the amount of jutsu you are allowed to gain as a result. When you do we will either approve or not. If approved we will add your jutsu's to your original list.
