Banned jutsu/ Regulated jutsu

This thread will contain any banned jutsu, whether it is cannon or custom made. If you created a jutsu and it is here, don't feel bad or annoyed, probably did a good job it's just that it seems like mass production on the site wouldn't end well.

Izanagi:

Izanagi is a Sharingan dōjutsu which the Uchiha clan deemed forbidden. According to Madara Uchiha, it is the most powerful genjutsu an individual can cast upon themselves.[1] When activated, the caster removes the boundaries between reality and illusion within their personal space. This allows the user to control their own state of existence. The actual effects of Izanagi varies from user to user, but seem to involve the ability to deem negative events an illusion and positive events a reality, in regards to themselves.

When Izanagi is activated, it is capable of turning injuries and even death inflicted upon the user into mere illusions. Whenever the user receives a fatal injury, their body fades away as a genjutsu. The user's body then returns back to reality, unscathed and physically real. Danzō, in an effort to make practical use of the jutsu, had ten Sharingan embedded onto his right arm. This allows Danzō to increase the length of time that Izanagi can stay active. However, not being of Uchiha blood, this technique requires substantial amount of chakra for Danzō to use, which is made possible only by the transplant of Hashirama Senju's DNA to increase his energy.

Though the sustained time of the jutsu can greatly differ between individuals, Danzō is implied to have had Orochimaru forcibly extend the time it takes for each eye to close to as long as 60 seconds. After the aforementioned time, the eye used to activate Izanagi will permanently close and be stricken with blindness, forever. It is this side effect of Izanagi that caused the Uchiha to label the technique a kinjutsu.

Hopefully everyone sees and understands why this jutsu is banned. If you do not here is why, it is basically controlling reality. You can void your own death multiple times, nobody but the person who does that wants it. That is one of several reasons.

Kirin:

Kirin is an extremely powerful, one-shot lightning technique that according to Zetsu travels at 1/1000th of a second. The user draws lightning directly from thunder clouds to supplement the power of his or her strike, and controls it with chakra. Because the technique uses natural lightning as opposed to elemental chakra, its power easily outmatches all other Lightning Releases. However, the preparation time required also decreases the technique's efficiency. This technique in the absence of active thunder clouds requires Fire Release: Great Dragon Fire Technique or other such techniques to produce the necessary storm conditions to initiate it.

To initiate a lightning storm, and then to take control of lightning in order to guide it to a target while using the shape manipulation shown above, drained even Sasuke of most of his chakra. However, the manipulation of the lightning itself requires little chakra. In addition, usage seems to destroy the thunder clouds as the sky cleared up of clouds after use. As such, this technique can only be used once in a fight. However, the blast is strong enough to completely annihilate the entire Abandoned Uchiha Stronghold, so it is almost unavoidable. Itachi withstood this technique by using Susanoo.

This jutsu is banned because of one simple thing "travels at 1/1000th of a second" not only that but it is a 1 shot 1 kill. Meaning not only is it an auto hit, it is an auto kill. Sure conditions have to be right and you have to have good chakra control, eh I would rather be safe than sorry.

Susanoo

Susanoo is a technique that creates a spiritual humanoid being. The spirit is gigantic and surrounds and protects the user. It is the third ability granted by the Mangekyō Sharingan, after Amaterasu and Tsukuyomi have been awakened.[1]

According to Madara Uchiha, for a Sharingan user to activate the Susanoo is a rarity.[2] Like the other techniques granted by the Mangekyō Sharingan, the user is strained while using Susanoo because they must act as a medium for the spirit, allowing it to consume their life force energy. Sasuke describes it as feeling pain in every cell in one's body, and while Itachi was close to death, it slowly deteriorated. Both Itachi and Sasuke are able to summon the spirit, though they differ in appearance. They both begin by forming a large skeleton with muscle tissue around the user. Even in an imperfect state, the bones can act as armor for the user and it is capable of regenerating as long as the user has the energy to spare.

Itachi's version gains another layer of armor which resembles a yamabushi. It wields the sacred Yata no Kagami (八咫鏡, Eight Span Mirror) as a shield in its left hand and the legendary Totsuka no Tsurugi (十拳剣, Ten Hands Long Sword) in its right hand. The mirror is considered one of the three sacred treasures capable of reflecting all attacks, and the sword, which is also known as the Sakenagi Longsword (酒刈太刀, Sakenagi no Tachi; Sake Cutter Longsword), is sheathed in a sake jar held by a third hand growing from Susanoo's right forearm. It is an ethereal weapon with an enchanted blade capable of sealing anything it pierces in a "world of drunken dreams" for all eternity. Orochimaru sought the sword, described as a perfect counter for his own Kusanagi Sword, and Zetsu commented that he could never find it because it doesn't actually have a physical form.[3] Zetsu also said that the Totsuka Sword combined with the Yata mirror essentially makes Itachi invincible, and has thus been labeled as the "Raging God of Battle".[1]

Initially, Sasuke is only able to partially manifest his version of Susanoo as a mere ribcage around himself for a strong defense or a hand capable of demolishing objects. He is also able to form the spirit with skeletal muscles for attacking. He is also able to combine the technique with Amaterasu to further increase his defensive power by making it impossible to touch Susanoo without being ignited.[4] Sasuke's version has a much darker appearance, along with large horns and an additional finger on its hands. It wields a blade in its left hand capable of easily shattering stone pillars. After being enraged by Danzō, Sasuke is able to produce a fully manifested Susanoo, complete with flesh and armor.[5] It has a bow on its left hand that doubles as a shield, and it can produce arrows from its right arms. The arrow is powerful enough that it can go straight through a thick tree only to have its trajectory changed slightly, and the speed at which it travels makes it dangerously accurate and difficult to evade.[6][7] Susanoo may feed on its user's emotions to become stronger.[5] Sasuke's Susanoo uses different weapons depending on whether it is fully manifested or not.[8]

This is half banned, we are open to suggestions how how to make it weaker, or if someone makes a weaker version so be it. The cannon version on the other hand is banned. If you want it, talk to us and we will work out a way to weaken, it. Until then it remains banned


Limelight

Limelight is a lightning-based technique that is used when all four users are placed in the cardinal directions. They will then join their lightning-chakra in the form of four connecting streams that shoot high into the sky above the target area. It will then create a lightning blast powerful enough to turn everything into ash within the area. According to Asuma, this technique is regarded as the most powerful of all lightning techniques.

Why? Cause it would take 4 lighting element users thirty seconds to destroy an entire village, nope...do it the old fashioned way.

Literal English Summoning: Impure World Resurrection

Summoning: Impure World Resurrection is a forbidden technique used to revive the dead. The ninja will first sacrifice a living person to provide the vessel that the dead soul will inhabit. The dead body will then be encased in ash and dirt to resemble the original body of the person that was resurrected. When the ninja wishes to recall the souls, a portal will open in the ground and the caskets holding the bodies will appear. When the caskets open the bodies will be gray and in a state of minor decay, requiring a special seal to restore their appearance. At this point, the revived person remembers their former lives, and thus is not under the user's control. The same seal used to restore their appearance also wipes the soul of its free will, putting them under the user's control. This technique can also be used to summon multiple people at once, depending on the amount of sacrifices and the chakra level of the user.

Once complete, the revived is impossible to be killed by normal means. If a limb is destroyed or removed, it will simply regenerate. To kill the revived, the soul has to be removed. When the Third fought against the revived First and Second Hokage, he had to create shadow clones and perform the Dead Demon Consuming Seal on both of them to kill them. In doing so, the bodies turned back to ash and dust, with the bodies of the individuals sacrificed to lay among the ashes.

There is no maybe for this jutsu, it just unreasonable. Even if we put a huge chakra strain on the person, killing by normal or of even intense means is impossible, this jutsu is banned, and will remain banned.


Madara's Teleporting Technique

This unnamed time-space jutsu, centered in his right eye, allows Madara to teleport himself or anything he touches to another location in an instant. When observed, both Karin and Shino Aburame noted that Madara's chakra would completely disappear and then reappear, depending on if Madara was teleporting away or to a location. Madara states it is within his power to locate Taka as they traveled to Konoha, if this means Madara can teleport to the location of anyone he wishes to find or is an unrelated tracking jutsu is currently unknown.

Kakashi Hatake likens this technique's characteristics to the Flying Thunder God Technique because it is also a time and space manipulation technique, but notes that Madara's version seems to be much more versatile. The ability can be used without predefined locations and without hand seals.

Similar to Kamui, Madara is also capable of teleporting other people to a separate dimension, which is conducted in a similar manner as his "self-teleportation", in that the same swirling patterning, centered upon his eye, is present. However, instead of teleporting the targeted component, this technique's effect acts as an attractive force, both visibly drawing the target inwards and distorting their form until they disappear. When displayed, the separate dimension appears to be largely composed of a random arrangement of various rectangular prisms.[1]

It can also be used to transport only parts of Madara's body elsewhere, leaving him visible to opponents but impervious to attack and physical harm. Kakashi and Yamato speculate that if Madara wants to attack, he must become solid, leaving him vulnerable.[2] This is later confirmed when he "absorbs" Torune and is injured by the nano insects in Torune's body, forcing him to detach his own arm.

In the anime, after speaking with Pain and Konan, Madara then instantly disappears with a flash of red lightning.

You can avoid any attack forever...enough said.

C4

A giant doll, shaped like Deidara himself. When it ruptures, a cloud of microscopic bombs is released. Impossible to be seen by normal people, the victims breathe in the bombs, which then enter the bloodstream. Once there, the countless micro-bombs explode, causing the victims' bodies to disintegrate at the cellular level, literally turning them into dust. According to Deidara, he created C4 for the sole purpose to defeat Itachi, to combat his Sharingan and the Genjutsu it can create.

This jutsu is named C4 Karura, so it may be possible that there are other varieties of C4, but it is never discovered. In creating this jutsu he eats the clay with his own mouth as opposed to the ones on his hands.

I really don't know what else to say other than it is banned...sooo its banned.

Water Prison Shark Dance Technique

After using the Water Release: Great Exploding Water Colliding Wave and fusing with Samehada, Kisame acts as the center of the giant dome of water. The dome shifts in the same direction he moves, making it difficult for his target to escape. This technique gives Kisame great field advantage as he can breathe and freely move underwater, while his target suffocates

Once again, not much to say other than it is banned.

Curse Technique: Death Controlling Possessed Blood

This technique is Hidan's primary method of killing his opponents in the way of the Jashin religion.

First, Hidan makes every effort to draw blood from his opponent and consume it. After that, his skin turns black with white markings representing a skeleton, a symbol of absolute death. He then draws Jashin's symbol on the ground in blood and stands in the center. This serves as the link between him and his victim.

Once his sacrificial ritual takes place, the victim is linked with Hidan until he either steps or is forced out of the circle. Any kind of injury that Hidan inflicts upon himself (or the injury they inflicted on him) is inflicted upon his target, be it a mere scratch to a pierce in the heart. If Hidan is forced to step out of the circle, the link is broken and the victim is set free, but all Hidan has to do is to step back into the circle to reactivate the link. Basically, this technique makes Hidan a living voodoo doll.

Hidan's immortality is due to the "successful experiment of the Jashin religion's secret jutsu", so he can fatally torture his opponents in any way he desires without killing himself, and he clearly enjoys the pain on himself as well. However, he does indeed complain that it hurts like hell, after he finished off Asuma.

This jutsu is simply banned end of story.

Earth Grudge Fear

This technique transforms the user's body into something similar to that of a rag-doll's, which is held together by hundreds of thick black threads. Kakuzu was able to manipulate these threads for many purposes. He was capable of sewing up any injuries that he or others might suffer. However, it appeared that this ability was somewhat limited, as he warned Hidan not to move his head too much after he had sewed it back on, saying that it might fall off again. He could detach parts of his limbs and then manipulate them, to the point that he could even send them underground and then reattach them when he was done with them. He could also use these threads to sew up the damaged bodies of others, as demonstrated with Deidara's arms and Hidan's head.

The most significant aspect of these threads were that they granted Kakuzu a form of immortality (although he declined to think of it that way). In addition to sewing up his injuries, he could use the threads to tear into a victim's body, steal their still functioning organs, and integrate them into his own body, thus extending his life. Kakuzu usually used this method to steal hearts from powerful shinobi, and was able to store up to four spare hearts in his body at any given time (meaning that all hearts must stop functioning in order for Kakuzu to die). He can also put one of those hearts into his limbs and have them move individually, as seen when he used his hand to remove a shadow-enhanced trench knife that prevented the rest of his body from moving.

These hearts Kakuzu had taken from others were stored in various animal masks that were sewn onto his back, granting him vast amounts of chakra and numerous elemental affinities. He could detach these masks and have them take on a body of their own, composed entirely of threads. These masks were capable of attacking separately, unleashing devastating blasts of elemental chakra.

These threads could also compact together to form a spider-like body around Kakuzu, allowing him to fuse the attacks of his masks together in order to increase his attacking power.

Simply because I don't feel like watching someone, steal the heart of everyone they kill so they can live forever. Soooo, the hearts can be used towards the different masks of the jutsu. But when your character loses a heart they die, the hearts of the beasts cannot be used instead.

Living Corpse Reincarnation

This jutsu, developed by Orochimaru, allows him to transfer his mind to someone else's body. If repeated periodically, it basically grants the user immortality as long as they can find new host bodies and keep the host alive. Orochimaru can only perform this technique once every three years. It also seems that when the three years are almost over, he is forced to move into another host, as the previous one begins to reject him. Presumably, if he had a proper container, he could stay in the host for a full lifetime. The fact that he wants to prepare Sasuke Uchiha for the transfer before performing it seems to reinforce this.

To perform this technique, Orochimaru reveals his true form, a gigantic white snake composed of smaller white snakes, by abandoning his current host's body. Orochimaru then swallows the new host and takes him or her to a separate, mental plane where he envelops the mind of his victim. The snake body then dies and falls apart, and Orochimaru's soul dominates the body (though the Sharingan seems to be able to negate and reverse the process against Orochimaru). The souls of the hosts are kept alive within Orochimaru, leaving them "still alive," in a sense (albeit suppressed), and when Orochimaru switches hosts, the souls leave with him. Apparently if the host of these souls' chakra level falls enough it is possible for them to resurface in material form as seen with Orochimaru surfacing with his own body after Sasuke used up most of his chakra.

After taking over another body, Orochimaru modifies it to suit his theme of snakes, in order to increase his survival capabilities, such as stretching and bending his body and shedding his skin to heal injuries. This ensures that if Orochimaru cannot transfer body within the three years time, he can allow it to greatly heal and evade attacks, rendering him virtually immortal. Orochimaru also alters the face of his host body to look like his original form.

While in this giant snake form, the smaller snakes that composes Orochimaru's body can extend themselves to strike and bind the targets. If Orochimaru is sliced to pieces, the body simply can reform, making him very difficult to kill. The blood that is released is also poisonous, evaporating into the air and paralyzing anyone who has breathed it in.

This only brings me back to that live forever thing.

Earth Release Resurrection Technique: Corpse Soil

This technique is called the ultimate earth-element resuscitation technique. It resurrects a large numbers of slain people seemingly continuously, but with none of their rationality, physical prowess, or technique at their disposal and are fairly easy to destroy. If the technique is deactivated, the summonings will immediately turn to dust.

Some jutsu don't need to be outright banned, but just regulated. So too either take out, the parts that make it banned, or just to stop 50 people on the site from using it (i.e chidori)

Chidori

This jutsu channels a large amount of lightning chakra to the user's hand. The amount of chakra is so great that it becomes visible. The high concentration of electricity produces a sound reminiscent of many birds chirping, hence the name. Once the technique is completed, the user charges forward and thrusts the Chidori into the target. This produces heavy amounts of damage that is usually fatal. This technique is classified as an assassination technique because of the speed at which it is performed, despite the loud noise it produces.

As shown against Killer Bee, Chidori can also be used to simply give the opponent a large electrical shock without cutting them.
edit Drawbacks

This jutsu has a major drawback, however. The speed at which the attack must be done, combined with the fact that the user must run in a straight line, causes a tunnel vision-like effect for the user. This allows the enemy to easily counter the attack, making it a potentially lethal move for the user. Though this drawback would seem to make learning the technique fairly pointless, Sasuke and Kakashi are able to avoid the drawback because of their Sharingan, which take in every detail regardless of how fast the user is moving.

As an additional drawback, the large amount of chakra required limits its use to a few times a day. In Part I, Sasuke can only use it twice a day (under his own power) and Kakashi can use it four times, though their limits have been shown to have increased to an unspecified level in Part II. Should the user attempt to go beyond their limit, all of their chakra will be drained and their very life force could go along with it, killing them.

An additional problem, though not necessarily a debilitating one, is the fact that the large amount of chakra can also injure the user's hand if they put too much force into the attack. In Part I, Sasuke does this while battling his brother, Itachi Uchiha, causing some of the skin to peel from his hand and leaving it slightly smoldering after the attack was finished.

Some of you may read this and think "I don't want this" and wonder why I regulated it. Some will be lying to themselves and other's will be telling the truth, I can't read your minds so I wouldn't know. But I am going to say that at max, 4 people can have chdori or heavy chidori similar jutsu on the site. When one of those 4 die, then their spot can be taken.

Rasengan

The Rasengan is a powerful A-Rank technique invented by the Fourth Hokage, Minato Namikaze. After spending three years of developing it, however, he never saw the Rasengan completed, having never acheived the desired results before he died.

Minato's idea for the Rasengan was to take the Shape Transformation of his chakra to the "highest possible point" and then combine it with his chakra's nature affinity, creating a jutsu that did not need the aid of time-consuming hand seals to control. He died before he could accomplish this, but on shape manipulation alone, the Rasengan is still a very useful, powerful, and difficult jutsu to learn and master.

Naruto training to burst the water balloon.

In Part I, Jiraiya taught Naruto Uzumaki how to use the Rasengan, breaking the learning process into three steps:

* The first step was learning how to burst a water balloon by spinning the water inside in multiple directions at once using only the user's chakra, which emphasizes rotation.
* The second step was for the user to burst a rubber ball, and since rubber is thicker and air is completely different from water, it forces the user to use denser chakra to break it. This step emphasizes power.
* The third and final step was to combine both step one and two by spinning chakra inside a balloon without moving the balloon itself, emphasizing stability of the sphere shape.

Although most users learn how to form the Rasengan with one hand, Naruto and Konohamaru Sarutobi use one or more shadow clones to help in its creation. By having the hands of the shadow clones act as shells, Naruto and Konohamaru can complete and use the technique without using any extra time to master their chakra control.

The Rasengan does not require any hand seals to use, relying only on the chakra control of the user. Once it is complete, it becomes self-sustaining, which does not give the Rasengan a definite limit like its counterpart, the Chidori. The compacted nature and moving speed of the chakra allows the Rasengan to grind into whatever it comes in contact with, inflicting major damage. This also tends to launch the target backward once hit. In an anime filler arc, Naruto was able to perform the Rasengan as a mid-range projectile technique by somehow throwing it into a wall.

The Rasengan was designed to use the caster's elemental affinities. Minato was unable to add his affinities to his Rasengan before he died. Kakashi Hatake tried to add his lightning element to his Rasengan, but was unable to and explains that he uses the Chidori and Lightning Cutter instead, which require a certain point of shape manipulation and nature manipulation itself. Naruto was the first to add his wind affinity to his Rasengan to create the Wind Release: Rasengan and even advanced it up to the point that he could create the Wind Release: Rasenshuriken.

This follows all the same rules as chidori. 4 max people

Suicide Bombing Clone

The user makes a clone of himself, it then focuses all of it's chakra to it's center, making it expand to the point of bursting. The explosion is said to be strong enough to destroy an entire forest. This was used as cover for Deidara's escape after Sasori's death, forcing Kakashi to suck in the impact with Kamui.

If you want this, simply put a more reasonable area of destruction on it.

By wrapping his body in a layer of Lightning chakra, the Fourth Raikage can electrically stimulate his nervous system and speed up his neural synapses to react faster to danger and push his physical prowess to the absolute limit, allowing him to gain tremendous raw speed and monstrous power.

While using this technique, his reflexes are comparable to that of Konoha's Yellow Flash, making it difficult, if not impossible, even for the Sharingan to keep up with him.[1] By combining this armor with the Body Flicker Technique, he can even dodge the Amaterasu at a split second, as well as Jūgo's Cursed Seal Chakra Blast at point blank range. The armor also increases his defense, drastically reducing, if not completely negating, damage from incoming attacks as even a direct Chidori was barely able to pierce his chest. In addition, the armor seems to increase his strength, though this could be part of his own natural abilities.

In lieu of tailed beast chakra, the Raikage uses this lightning armor to empower himself when performing the Lariat, producing the same effects due to his high-powered chakra.

This jutsu just needs to be weakened a little bit.

Kamui

By focusing his Mangekyō Sharingan on a particular point, Kakashi can force that point to collapse in on itself, ultimately sending everything in the vicinity to another dimension. Kamui costs a large amount of chakra to perform, especially in Kakashi's case, as his body has not completely adjusted to the Sharingan. Kakashi can only manage to use this technique up to three times in a given day, even when starting at full strength. When first seen, Kakashi's aim was imperfect, with it taking two attempts to hit Deidara with the technique. By the time of Pain's attack on Konoha, however, his aim had improved, being able to focus more accurately on fast-moving objects. The chakra used by this technique is proportional to the mass of the target.

Kakashi's Kamui bears some resemblance to Madara Uchiha's teleporting technique. It is unknown if the two techniques are related, however.

You need concentration and time for it to be effective, I just hope that people don't GM with it.

Flying Thunder God Technique

This jutsu was created by Minato Namikaze, and quite possibly the reason behind his nickname, "Konoha's Yellow Flash" (木ノ葉の黄色い閃光, Konoha no Kīroi Senkō). It allows the user to move himself to another location in the blink of an eye. Although it is often compared with the Body Flicker Technique, the speed and range of this jutsu are much greater. In principle, this jutsu is similar to the Reverse Summoning Technique, as it revolves around manipulation of time and space rather than accelerated movement, but instead of bringing something to users, it sends them somewhere. Additionally, it makes no noise and produces no puff of smoke, allowing the user to appear behind someone unnoticed.

To activate this jutsu, the user needs a special seal or "jutsu formula" (術式, jutsu-shiki) to mark the destination. After this is done, the user enters a dimensional void that almost instantaneously transports himself to the location of the seal. Minato applied the formula in advance to weapons such as kunai. By giving one such kunai to a person, he can immediately teleport to that person at any time. He can also apply the mark to a touched area, such as his opponent or some other surrounding feature.

Furthermore, if an object marked with the seal may touch the ground, Minato will immediately know the position of everyone close to the object. This technique also possesses surveillance purposes as he can continuously sense where anyone is as long as the seal is on them. No matter where an opponent is, he arrived directly next to them. The jutsu is also very unique because it requires no use of chakra, due to a special secondary seal that emits the same chakra as him, allowing him to have an instant connection to the area.

It is because of this technique that Konoha came out victorious in the Iwagakure-Konohagakure Ninja War. After having his subordinates toss marked kunai randomly into the enemy ranks, Minato used the technique to appear within their ranks, using the great speed of this jutsu to seemingly appear to be in several places at once and wipe out entire squadrons one by one in moments before they could even react.

I can hope that people don't force me to add it to the banned list, cause as it stands it is on a fence, but because of the requirements to use it, just regulated.

Orochimaru's Oral Rebirth Technique

After sustaining massive injury, or simply to escape from a seemingly inescapable attack, this technique allows the user to regurgitate a new body from their mouth,complete with any lost limbs and wounds healed, and new clothes, much like a snake sheds its skin. This technique requires a large amount of chakra to use, as Sasuke's reservoir was drained greatly when he escaped Amaterasu.

Once again it is half banned, A and S ranks would be lucky to use it once or twice in a fight. It will just count as a substitution jutsu use when you use it. But as to avoid attacks, that normal substitution won't help you with (i.e amaterasu if it were not banned)

Tsukuyomi

Tsukuyomi is one of the most powerful genjutsu in existence. It is unique to the Uchiha clan and only those with the Mangekyō Sharingan can perform it. It is said to represent the "Spiritual World and Darkness" (精神界と闇, Seishinkai to Yami), the antipode to Amaterasu, a ninjutsu of similar power.

Tsukuyomi requires eye contact to be performed. When executed, the jutsu traps the target in an illusion that is completely controlled by the user. When Itachi uses it, he is able to make the genjutsu seem to last for days when in fact it only lasts a few moments. This allows him to torture the target for what seems like days on end, causing mental trauma that will render them unable to fight for an extensive period of time. Only Tsunade has been shown capable of curing this psychological damage.

In the anime during Part I, Itachi's use of Tsukuyomi typically featured a red moon and a cloudy atmosphere that casted a red light throughout the illusion, giving the background a blood-red appearance while the victim within the illusion is in a grayscale, inverted color.

Such a powerful technique is not without its disadvantages, however. Due to the complexity of the illusion and the quickness with which it is executed, an enormous amount of chakra is necessary but had little to no effect on the stress that is put on the eyes, leaving Itachi perfectly fine after performing it despite his loss of chakra. According to Kakashi, Itachi's Tsukuyomi can only be broken by a Sharingan user that shares the same blood with the user; as Danzō broke through Sasuke's Tsukuyomi due to his inability to effect a persons' perception of time.

Madara Uchiha's Moon's Eye Plan involves acquiring the Ten-Tailed Beast's power and body in the moon, which allows him to cast an "Infinite Tsukuyomi" (無限月読, Mugen Tsukuyomi) throughout the entire world, effectively letting him conquer it.

Itachi prowess with the technique was recently reiterated by Danzō, who claims that Itachi's mastery has allowed him to alter the perception of time with ease, and denounced Sasuke's use of genjutsu as inferior.

Sasuke's version can be avoided, Itachi's can't, naturally everyone that has this jutsu will be using sasuke's.
