Description of Bloodline: Ice control is a ninjutsu based bloodline. The bloodline gives the user the ability to control, and make weapons out of, the water/ice/water vapor in the current area. The weapons will obviously not be as strong as weapons made from metals. Think of the ability to control the water/ice/water vapor as a weaker form of how Gaara control his sand. Also, the ability obviously wouldn’t act on its own and would be weaker in general because there is no demon helping the user out.
The bloodline also gives the person who is the possessor of the bloodline the ability to use ninjutsu easier then most people and enhances the ability of all jutsus they use. Not just water jutsus.
