A Kage (影; Literally meaning "Shadow") is the leader of one of the five most powerful Hidden Villages and generally are also the most powerful ninja in their respective villages. They are collectively known as the Five Kage (五影, Gokage). If a Kage has held their position for several decades, as was the case with the Third Hokage, younger ninja are likely to have become stronger than they are. In such cases, the Kage may retire and give the title to someone else; the title, once granted, is held permanently. This creates a case where there are two Kage at the same time, with only one of them actually active, as it was with the Third and Fourth Hokage. After the Fourth died, the Third came out of retirement.

The Kage stand equally with the rulers of their countries, oversee the activities of their villages, and are the leaders of ninja society. They typically are the ones who send the ninja teams out on their missions and make the decisions regarding the safety of the village.

The way this site works with villages, is that they can be occupied destroyed and so on. So if somebody invades your village and you go with the "ignore them and they will go away" choice, your not going to be happy with the outcome. Anyway, going back on track, the village kage's at first will be chosen through people who deserve them. When a kage goes missing or dies, one of these things will be done.

1. The admin will choose a Kage out of the other ninja in that village to fill the position.

2. The strongest person in the village will become Kage

3. What ever guidelines the previous kage set in place to select a new Kage will be put in affect. Of course these guidelines will be within reason.

4. If there is a group of elderly or retired ninja in the village, then they can decide amongst themselves.

5. If the previous Kage chose someone to take the spot, and that person is capable...rp wise...then they have it. No exceptions, no matter how anyone holds them OCC.

The Kage's are in charge of distributing missions throughout the village. You cannot leave your village without a Kage's consent, otherwise it will be called as illegal. Though in that case the anbu will more likely bring you back instead of killing you outright. If you enter a village without a Kage's permission then it is illegal, and up to that kage whether they accept you or just bring down the hammer. Chuunin exams, and jounin, anbu appointments and what not will be up too the kage. When the admin feels enough time has passed they will tell the kage's that they can hold the exams. It is up to the Kage's what the exam consists of (Though admin will be happy to help) and who it is done with. So if your in the leaf and fighting against sand, there is no need to do the chuunin exams together. If a village wants to go off and isolate themselves from the world it is up too them. Anything (though once again within reason) can be the chuunin exams. Though every genin has to have an equal opportunity in participation. If we believe you are singling someone out, they will just be added, if someone fails that we don't think should fail they won't. Though this will be something that hopefully only needs to be done extremely rarely, and before overruling a Kage admin will discuss and vote on it first. As for appointing people to personal guards, or anbu or that kind of thing. As long as guidelines for who can fill those positions are met the admin won't interfere. Though if a chuunin who has honestly earned the right to be jounin needs the rank, we will vote on it and so on. Who a nation is allied with is up to the Kage, so if a kage wants to make friends with akatsuki so be it. If they want to isolate their village from others once again so be it. War is another thing, that is left to the Kage's. If two villages go too war there doesn't have to be an official declaration made until the first attack is done. Though a war will affect the entire site and must be recognized by EVERYONE.
